‘Alta Voz’ (‘Loud Speaker’) is a Performance Operation on the Bulnes Axis in Santiago, in the context of the Chile’s Bicentennial celebration. The place – of strong material and geometric conformation but scarcely any civil life, is in itself an unfinished Bicentennial project. The original proposal intended to connect the Bulnes civic axis with the Government Palace through an uninterrupted pedestrian promenade, but this was never executed and the Government Palace remains distant from the civic axis, separated by a very wide and heavy-traffic avenue. This physical and metaphorical separation is viewed as an opportunity to be intervened; stitched through a substance as ephemeral as sound and as symbolic as words.
Reception and emission stations are arranged along the Bulnes axis, culminating inside the Government Palace. This objects or bodies – the interface between individuals and context – articulate a cartography of indeterminate events over the silent rigid geometry; the message – itself originating from randomly selected receivers along the civic promenade, as a whisper, is repeated randomly throughout the axis, recreating a morphing travelling soundscape that disintegrates individual speech and reintegrates it into a collective message; constructing a metaphorical mechanism for dialogue between citizens and power.

‘Alta Voz’ se propone como una operación de performance en el eje Bulnes de Santiago, dentro del marco de las celebraciones del Bicentenario de Chile. El lugar – de fuerte conformación material, geométrica y escasa participación ciudadana – es en sí un proyecto bicentenario truncado que pretendía unir físicamente el Paseo Bulnes y el Palacio de gobierno mediante un paseo publico continuo, cosa que nunca ocurrió y hoy el Palacio de Gobierno y el ‘eje ciudadano’ se encuentran separados por el ancho y el fuerte tráfico vehicular de la Alameda. Esta distancia física y metafórica es vista como una oportunidad de intervención; de sutura a través de una sustancia transitoria como el sonido, y simbólica como la palabra.
Se fijan estaciones de recepción y emisión a lo largo del eje, culminando al interior del Palacio de la Moneda. Estos objetos o cuerpos – interfaz entre individuos y contexto – articulan sobre la rígida geometría una cartografía de acontecimientos indeterminados; así el mensaje emitido – que se origina a partir de receptores al azar a lo largo del paseo cívico, como un susurro, se repite de manera aleatoria conformando un paisaje sonoro que viaja y cambia constantemente, desintegrando la palabra individual y recomponiéndola en un mensaje colectivo; construyendo un mecanismo metafórico para el dialogo entre ciudadanos y poder.
